As Executive Director of NSPCA, Joye Blanscett leads the organization’s mission to support contractors through industry expertise, strategic partnerships, and practical resources.

With extensive experience in labor relations, employee benefits and ERISA compliance, human resources, and association management, Joye Blanscett brings a broad understanding of the operational and workforce challenges facing today’s contractors and industry organizations.

In addition to overseeing NSPCA initiatives and programs, Joye Blanscett serves as the primary point of contact for contractors seeking guidance or support from NSPCA’s team of consultants and specialists, helping connect contractors with the right resources and expertise to meet their needs.

Alison Kaelin
AB Kaelin Consulting

Alison Kaelin provides environmental, health, and safety (EH&S) consulting expertise to support contractors in building safer, more compliant workplaces and job sites.

With extensive experience in construction safety and regulatory compliance, Alison works with contractors to strengthen safety programs, improve workplace practices, and navigate evolving EH&S requirements. Her practical, contractor-focused approach helps organizations reduce risk while supporting workforce safety and operational excellence.  Alison Kaelin also serves as an industry advocate before OSHA and on AMPP committees and task forces.

Michael Damian
Retired, AMPP

Michael Damiano brings extensive knowledge and experience in industry standards, certification programs, and accreditation processes.

He works closely with contractors and organizations to support certification readiness, maintain compliance with industry requirements, and strengthen operational credibility through recognized standards and accreditation practices. His expertise helps contractors better understand complex requirements and successfully navigate accreditation processes.

Rick Matthews
Retired, IUPAT

Rick Matthews serves as NSPCA’s Director of Contractor Engagement and acts as a dedicated advocate and resource for contractors.

Drawing on decades of construction industry experience, Rick works directly with contractors to identify challenges, connect them with NSPCA resources, and support engagement across the industry. His hands-on understanding of contractor operations allows him to provide practical insight and foster strong industry relationships.  Rick Matthews also serves as an industry advocate on AMPP committees and task forces.
